Independence Waiver

The Independence Waiver, funded by the Commonwealth of Pennsylvania Department of Public Welfare, was created to serve people with physical disabilities who are eligible to receive nursing facility care in their own home. The state allows that federal funds normally used to pay for individual's care in a nursing home can be used to care for them in their home or communities.

The Independence Waiver provides a continuum of services, which enables the consumer to choose the model of service ranging from agency management to complete consumer management of their Independent Waiver service. UDS is a Supports Coordination Agency and Provider for personal care services.

CSPPPD
CSPPPD stands for Community Services Programs for Persons with Physical Disabilities. These programs are funded by the Commonwealth of Pennsylvania Department of Social Programs and is intended to help people with disabilities remain in their home.

UDS can be the supports coordination agency, or provider of service for the designated service coordination agency. CSPPPD includes the OBRA Waiver, the Independence Waiver, and the Commcare Waiver.

Eligibility
Individuals age 18-59 who are mentally alert, with a long-term physical disability that is likely to continue indefinitely and severely limit the person's ability to function in at least three of the following activities of daily living: self-care, communication, self-direction, mobility, learning, or ability to live independently. Individuals must be eligible for nursing facility level of care, not be ventilator dependent, not have a primary diagnosis of Mental Health or Mental Retardation but must be capable of independent living with assistance.
